No. Annual is exactly twelve months of the monthly price, billed once a year for convenience. Pick whichever suits your bookkeeping.
Yes. Upgrades apply straight away and you're charged the difference for the rest of the period. Moving down takes effect when the current period ends, and nothing is deleted.
